How to start a cloud kitchen in India

The licences are not the hard part. The order you get them in decides whether you are live in three weeks or three months.

A cloud kitchen has no dining room, which removes some licensing but not much. You are still a food business operator, you still need a premises, and the delivery platforms will not list you without a valid FSSAI number.

Step one: pick a structure

A single owner testing one brand can start as a proprietorship and be trading within a week. Two or more founders putting in money should look at an LLP or a private limited company, because a kitchen accumulates equipment, deposits and staff liabilities quickly, and personal liability in a proprietorship is unlimited.

Step two: FSSAI, in the right category

  • Basic registration covers the smallest operators and is filed on the FoSCoS portal
  • A state licence covers mid sized businesses operating within one state
  • A central licence covers large operators, importers and businesses working across states

Applying for the wrong category means reapplying. Operating on the wrong one is treated the same way as operating without a licence.

Step three: GST

Selling through Swiggy or Zomato means selling through an e-commerce operator, and that makes GST registration mandatory from the first order regardless of turnover. Register before you onboard, not after, because the platforms ask for the GSTIN during onboarding.

Step four: the local licences

Shop and establishment registration under your state act applies to the premises and to anyone you employ. A trade licence from the local civic body is required in most cities. Both are state and city specific, and the names differ: in Maharashtra the shop registration is still called a Gumasta.

A realistic sequence

WeekWhat to do
1Decide the structure and register it. Open the current account.
2File FSSAI in the right category and apply for GST.
3Shop and establishment plus the local trade licence.
4Onboard the delivery platforms with the licence numbers in hand.

Trademark the brand name before the marketing spend starts, not after. Food brand names are contested territory and the class analysis is quick.
