A licence written by your state
Shop and establishment registration is state law, not central law. The act, the forms, the fee slabs and even the name of the licence change when you cross a state border, which is why generic advice about it is usually wrong.
It governs working hours, weekly holidays, leave and the conditions you employ people under. Most banks also treat the certificate as proof of the business when opening a current account.
Best suited to
- Retail shops and offices with employees
- Restaurants, salons and service outlets
- Businesses opening a current account in the firm name
- Employers who need to display working hours and holidays
Documents you need
- PAN and Aadhaar of the proprietor, partners or directors
- Proof of the premises with a rent agreement or ownership document
- Electricity bill for the premises
- Photograph of the shop front with the signboard
- Number of employees and their details
- Date on which the business commenced
Scanned copies are enough to begin. We check every document against the department's current format before filing, because a rejected form costs more time than a resubmitted scan.

Shop and establishment questions
Is shop and establishment registration mandatory?
In most states it is mandatory for any commercial premises, and it is usually required within 30 days of starting operations. The exact window and the exemptions depend on your state.
What is a Gumasta licence?
Gumasta is the name used in Maharashtra for the same registration, issued under the Maharashtra Shops and Establishments Act. Other states use different names for an equivalent licence.
Do I need it if I have no employees?
Several states still require registration for the premises itself, even for a single owner with no staff. Banks also frequently ask for it as address proof for a current account.
Does the registration need renewal?
Some states issue it for a fixed term and others issue it once for the life of the establishment. We tell you which applies to your state at handover and set a reminder if renewal is due.
